DEFINITION OF A FULL-TIME STUDENT

Policy:
In order for students to participate in extra-curricular activities sponsored and sanctioned by the Utah High School Activities Association (UHSAA), they must be designated as a full-time student. In addition, students must be academically eligible and be in compliance with the rules and policies of the school, District, and UHSAA. School and District academic standards and rules may exceed those required by the UHSAA.
The following information will be used in determining whether a student is a full-time student:
- A student whois enrolled in six approved (excluding seminary), credit-bearing high school classes or a senior on track to graduate, at a high school in the District.
- A student whois enrolled in sixapproved high school classes: whether they arefrom a school in the District,from another accredited high school, or a combination of both.In addition, other classes may be approvedif they fall under the guidelinesof “Methods of Obtaining Credit” asstated in District Policy IKF.
- Dual enrollment students shall be eligible for extracurricular activities consistent with eligibility standards for full-time students. (Reference: R277-438-4-C) Astudent whois enrolled in high school classes andconcurrent-enrollment (college) classesshall be designated as a full-time student based upon the following formula: College Semester Hours divided by three = High School Classes.

Students exempted from compulsory public school education by the Board for instruction in private or home schools may be eligible for participation in extracurricular public school activities provided they are taking and passing courses comparable to traditional school courses and commensurate with the age of the student. The courses taken shall be consistent with those outlined in R277-700-6, and the students need to be enrolled in at least as many designated courses as regular public education students.
The private or home school student may only participate in extracurricular or school day activities at the school within whose boundaries the student’s custodial parent’s or legal guardian resides.
Eligibility for participation in extra-curricular activities shall be established in accordance with Utah Code 53A-11-102.5; related school and District Policies; and the UHSAA rules and regulations that are applicable to all public education students in Utah.
To assist in determining full-time status and eligibility for private and home school students, an Academic Committee from the respective school shall be established. The Committee shall consist of three teachers, an administrator, and the counselor. They will review the student’s past and current academic records and consider the following in making a determination:
- Apply the information contained in this Policyif it is applicable.
- Review and verify the student’s curriculum/credit outlined inDistrict Policies IKF and JEA-1.
- Administer a competency assessment (if available)and/or writing assessment.
- Review other applicable test data; e.g., ACT, SAT, State Wide Summative assessment, etc. the student may have taken.
- Consider the student’s academic accomplishmentsor achievements. Letters of recommendation may also be submitted.
- Review the student’s Academic Portfolio if one is available.
- Evaluate other substantiated academic performance.
If this Committee denies eligibility, the parent (guardian) and/or student may appeal the decision to the Superintendent/Board within ten (10) working days from when the decision was rendered.
Note: Due to recent Legislative changes, the participation in extracurricular activities of non-enrolled District students shall be determined in accordance with Utah Administrative Rule R277-438 and R277-494 and other applicable State laws.
